Wastewater Technical Training Facility faces training challenges to new and promoted staff; San Jose

Issue summary:  The San Jose-Santa Clara Regional Wastewater Facility has experienced a high turnover rate in operations and maintenance staffing during the last several years. A December facility staffing status memo reported a 25% vacancy rate in the combined five critical classifications: Wastewater Operators, Wastewater Mechanic, Industrial Electricians Instrument Control Technicians and Wastewater Mechanics-Heavy Diesel Equipment Operator/Mechanics. The high vacancy rate has impacted the training and succession planning strategy in place for all of these critical classifications.It has also increased the challenge to deliver consistent training using job shadowing and on the job training provided by facility staff. The facility faces two key training challenges: training new and promoted staff quickly and consistently, and retaining and leveraging its institutional knowledge.

In Oct. 2013, the Facility hired Competency Training Systems International (CTS) to develop a training program to address needs for 8 Operations and Maintenance disciplines. The program will be delivered in a series of modules. Course delivery of the first modules is scheduled for June 2014 and is phased thereafter for the various disciplines. Additionally, CTS will provide Train-the-Trainer instruction in order for Wastewater Facility staff to sustain this in-house technical training program.

In addition, concerted efforts are being made to fill vacant positions.  We have added entry-level Wastewater Attendant positions and propose additional such positions in the 2014-15 Budget. The vacancy rate in the 5 critical job classifications has decreased from 25% to 20% in the last six months.

Report on Request for Proposal for the Senior Nutrition Program

Issue summary:  During the 2010-2011 budget process, the Senior Nutrition Program (SNP) was approved to be eliminated to close a General Fund shortfall. Staff was directed to find an alternative service delivery option to retain senior meal services. At the direction of the San Jose City Council, the Senior Nutrition Task Force (SNTF) was formed to lead this effort, resulting in a recommendation for a regional, vendor-operated option to continue senior meal services thus preventing the elimination of SNP.

  City to adopt a Labor Compliance Program as a condition of Prop 84 funds; San Jose

Issue summary: On November 7, 2006, the voters of California approved Proposition 84 which authorized $5,388,000,000 in general obligation bonds to fund safe drinking water, water quality and supply, flood control, waterway and natural resource protection, water pollution and contamination control, state and local park improvements, public access to natural resources and water conservation efforts. The City’s Environmental Services Department has been awarded and is slated to receive Proposition 84 grant funds from the State Water Resources Control Board for two pilot projects: Martha Gardens Green Alleys Pilot and Park Avenue Green Avenue Pilot. California Public Resources Code Section 75075 requires an Awarding Body to adopt and enforce a Labor Compliance Program (LCP) as a condition of receiving Proposition 84 grant funds.

Valley Transit Authority

 Agenda Item Name: Authorize the General Manager to execute a contract with Allied Barton Security Services LP (AlliedBarton LP) to provide armed and unarmed security for all VTA facilities, selected transit centers, light rail platforms, and bus and light rail vehicles. The term of the contract is five years in an amount up to $27,395,000 with two one-year options in an amount up to $12,337,000 for a total contract value not to exceed $39,732,000.

Issue summary: AlliedBarton LP is currently VTA’s private security contractor providing approx. 1200 weekly hours of armed and 2200 weekly hours of unarmed security services. Prior to executing a five year contract in March 2009 with AlliedBarton Security Services LP, VTA had a five year agreement with Securitas Security Services USA for security and protective services.

The current contract with AlliedBarton LP ends on June 30, 2014. VTA issued an RFP in Feb. 2014. the top three scoring respondents were AlliedBarton, Securitas and Creative Security. Of the three, the lowest base bid was submitted by Securitas; however, based on all factors, the Review Board recommended the selection of AlliedBarton LP as the firm of choice and ranked Creative Security as the second firm of choice.
