Campaign Finance Law Regarding Card Clubs 
Councilmember Sam Liccardo is asking the city attorney for guidance on his  efforts to block Card Clubs from their constitutional right to give campaign donations to political organizations.  Currently, San Jose law prohibits the Clubs from donating directly to individual candidates, but he’s running for Mayor and doesn’t have the Card Clubs’ support…so he  thinks no one should have it.

This item was deferred by  the council Tuesday, to be heard May 20th.

Proposal for temporary moratorium on Mobile home conversion

This one is a request by Council member Madison Nguyen, also a candidate for mayor, to give the Winchester Ranch Mobile Home Park a 45 day reprieve from big developers that want to bulldoze their homes for higher priced digs. The City Attorney has submitted a memo for consideration by Rules which discusses the findings that are required under state law and the City charter for the adoption of an urgency interim ordinance establishing a moratorium on certain uses and summarizes the facts that could support such findings.

Medical Marijuana Regulations

On December 10, 2013, following the City’s receipt of numerous concerns from the community regarding the impact of Collectives illegally operating in San Jose, the Council directed the Administration to develop a “robust regulatory program” that builds upon the current Land Use and Regulatory Ordinances.

Approval of the proposed ordinances would result in the establishment and implementation of a medical marijuana regulatory program (Program), and establish Land Use regulations for the collectives. Approval of the ordinance amending title 6 will establish a registration process pertaining to medical marijuana collectives; and, to establish regulations pertaining to medical marijuana collectives; and to the individual cultivation and use of medical marijuana.

Alum Rock Union Elementary School District 

The District received a Charter Petition for Rocketship Alum Rock on March 13, 2014. A Public hearing was held on April 10, 2014. The Board will consider the request and take action on May 8th.
