Sunnyvale

Affordable Housing Impact Fees

The Sunnyvale City Council will introduce an ordinance and potentially adopt two resolutions to approve two new affordable housing impact fees: one for Nonresidential Development and one for Rental Housing.

The proposed Housing Impact Fee for Nonresidential Development (commercial) will be set at $15 per square foot, with a lowered fee of $7.50 for the first 25,000 square feet, and $7.50 per square foot for all retail and lodging projects. The proposed Housing Impact Fee for Rental Housing is set at $17 per net new habitable square food.

The Nonresidential Development Fee will apply to all new commercial, industrial, research and development, retail and lodging projects across all zones, unless otherwise exempted. The Rental Housing Fee will apply to all new rental developments but includes provisions to allow developers several alternatives to paying the fee, such as providing standard affordable units within the project.

Community Choice Energy Program

Sunnyvale is moving towards Community Choice Energy (CCE) to pool customer electricity demand within a jurisdiction to directly procure or invest in electric power supplies, a process enabled by California law. CCEs are notable because they allow communities the ability to source their own greener energy options, like the current CCEs operating in Marin and Sonoma Counties. The City is hoping that the greener energy would help them meet the adopted Climate Action Plan to mitigate climate change.

The path forward includes a Technical Study and entering into a multi-jurisdictional agreement to continue the Silicon Valley CCE Partnership.
