SB 3, Minimum Wage Fairness Act vote

NEW MEMO: Councilmember Chappie Jones states his support to SB3 if it is amended with the following exemptions: 1) non-profits with job training programs; 2) small business with fewer than 15 employees; and 3) youth employment and job programs.

At the February 18, 2015 Rules and Open Government committee meeting the Committee requested that staff bring forward to the City Council an analysis of SB 3.

SB 3 will raise the state’s minimum wage to $11 per hour on January 1, 2016; to $13 on July 1, 2017; and beginning on January 1, 2019 and every January 1 thereafter, the minimum wage would be adjusted by the California CPI to keep pace with inflation.

SB 3 has been assigned to the Senate Labor and Industrial Relations Committee with no date set yet for hearing. City Council may vote on supporting SB 3.

Housing Department Overview on Rental Rights Program

Date/time/location item will be heard: March 12, 2015, 5:45 p.m. City Hall – Wing rooms 118-119

Issue summary: D. Bopf, from the Housing Department will be providing the commission with a presentation on the rental rights program. The referral program oversees two Rent Control Ordinances- Mobilehome Rent Control Ordinance and Apartment Rent Ordinance. Approximately 43,500 units are covered on the Apartment Rent Control Ordinance-and 48,000 units are not covered under the Ordinance (including 17,000 affordable units). Council Member Rocha Proposal on Measure B negotiations

Issue summary: MEMO: Councilmember Rocha proposal on Measure B negotiations, which were discussed during close session.

1) Indicate the Council’s willingness to pursue decision of Measure B through a quo warranto process in 2015 contingent on the Council’s satisfaction that the following conditions have been met before the quo warranto process begins:

a)      An alternative strategy to implement pension reform and replace Measure B has been agreed upon. Such strategy must achieve all reform objectives that the Council deems necessary to the public interest.

b)      The quo warranto strategy is legally viable and can be carried out on a timeline that would allow the Council sufficient time to pursue a 2016 ballot measure should the quo warranto strategy fail.

c)      All bargaining units have agreed to pursue the quo warranto strategy.

d)      The Council is satisfied that the quo warranto strategy does not impair the public interest.

2. If the quo warranto process does not succeed, it would be the Council’s intent to pursue that same settlement agreement by means of a 2016 ballot measure.
