Living Wage Ordinance

Thursday, August 29,Supervisors will accept a report from the Office of the County Executive relating to the feasibility and recommended framework for a County living-wage Ordinance and a Worker-Friendly Employer Certification Program, including progress on the compilation of an inventory of current County contracts greater than $50,000 per vendor.  

Since the initial committee reports-back in June, the Administration has engaged collaborators from across county departments to make progress on the Board’s referral.  Administration has been unable to further identify the universe of county contracts to which a living-wage ordinance could be applicable, which they report is due to limitations in the County’s SAP system and to the County’s hybrid centralized/decentralized purchasing and contracting model

Given these limitations, the Finance & Government Operations Committee directed staff to categorize and identify smaller subsets of service agreements for which the above-described data might be more readily accessible, thereby facilitating a more straightforward fiscal and impact analysis.  The Committee further agreed that this would by necessity be an iterative approach to the analysis of contracts.

Two public forums held Monday afternoon and evening gathered testimony about the difficulty of living in Silicon Valley without being able to earn a living wage, with an emphasis on urging County Supervisors to adopt a comprehensive Living Wage Policy without delay.

Wage Theft policy

Adopt Board Policy Resolution amending Board of Supervisors Policy Manual section 5.5.5.4 relating to Mandatory Policy Provisions to be incorporated into County contracts to prevent wage theft, and direct the Clerk of the Board to include Policy in Board of Supervisors Policy Manual.

the Board Policy Manual sets forth a number of Mandatory Policy Provisions that must be incorporated into all County contracts. To further the County’s interest in ensuring that workers are fully and appropriately compensated, County Counsel recommends adding a new Mandatory Policy Provision to Section 5.5.5.4 specifying that the County will not permit wage theft by County contractors and that it expects those with whom it does business to comply with all wage and hour laws.

Valley Transportation Authority

 Potential sales tax ballot measure

Ad Hoc Committee on “Envisioning Silicon Valley” will discuss membership and composition of the renamed Committee, and appoint members based on that discussion. Said committee to examine the transportation needs of Silicon Valley and explore various potential funding sources with the intention of informing a potential ballot measure in the future.
