Expanding CalWORKs subsidized employment
In 2013, Santa Clara County implemented an Expanded Subsidized Employment Program with the goal of increasing job opportunities for CalWORKS Employment Services participants. The program offers local employers financial compensation for providing participants with a combination of employment, training, skill development and employment. The proposed recommendation would expand the program at no cost to the General Fund and approve a standard template for employer agreements, including a wage requirement equal to the San Jose minimum wage.

Programs for Addressing Homelessness
Over the past year, the Housing Department has investigated a number of housing options—both interim and permanent—to respond to the City’s need for housing for its homeless population. These options have included developing a Motel-Hotel Master Leasing Program, which the City Council has approved, considering the conversion of vacant buildings and hotels and motels, and
investigating opportunities to build mini-house communities. There are several examples of projects that are referred as micro-housing in operation such as travel trailer park. During the report the staff will be presenting the code, cost and other issues exclusive of site improvements for the five models they investigated as being potential housing options for San Jose. During the meeting the committee will provide feedback on travel trailer parks and overnight safe parking as potential interim shelter and housing options and determine whether to recommend a particular course of action to the Council.

Expansion of the Children’s Discovery Museum; San Jose
To be heard: September 30th, 2014
The City Council will adopt a resolution that will approve the Guadalupe River Park Master Plan Amendment to expand the Children’s Discovery Museum by approximately 15,200 square feet to allow for expanded outdoor educational programming in the areas of environmental stewardship, water conservation, and sustainable food production.
