Liccardo Campaign: Bad Excuses for Ethics Violations

The Liccardo for Mayor Campaign is scrambling to get its story straight about a variety of ethics violations filed against them.

Campaign manager Ragan Henninger dismissed an ethics complaint filed last week as “baseless,” claiming that the donation of a contact list, made by Vice Mayor Madison Nguyen, is not an in-kind contribution, and therefore didn’t have to be reported. Apparently, Ms. Henninger either does not know the rules or has simply decided to violate them.  The FPPC states:  “…the selective provision of an organization’s mailing list constitutes an in-kind contribution to the recipient.”

This is the second time Liccardo’s campaign has broken election law by failing to report a contribution. According to a 2013 report to the FPPC, “After investigation, and proper notice to and discussion with the Respondent, we conclude that the Respondent violated Section 12.06.910 by not reporting a non-monetary contribution relating to a fundraising event.”-  Hanson Bridgett LLP.

Ignoring the rules seems to be a pattern with the Liccardo for Mayor Campaign.  A year ago it was Campaign Manager Henninger who said: “ there was nothing wrong with lining up “events” before the fundraising window started.  Actually the Liccardo campaign started raising money early, in violation of the law.  But Henninger said “This is what winners do.”
