City Commission Appointments:  Ethics and Planning

Council will interview the 5 applicants for the Ethics Commission [formerly known as the Elections Commission] and appoint up to 3 to terms expiring March 1, 2019. An applicant must receive at least 6 votes to be appointed.  If any vacancy remains, City may continue recruitment efforts and bring forward additional applicants for consideration within 90 days. The applicants are:

• Rolanda Pierre-Dixon, incumbent
• Reginaldo Villarreal
• Patrick Vigil
• Madhavee Vemulapalli
• Roy Truitt

Council will interview the applicants for the Planning Commission and appoint one member to the Planning Commission to term expiring June 30, 2016. A total of 31 applications were received. Applications were transmitted to the Mayor and City Council for review for “indications of interest”, and the Mayor and City Council will submit the names of those applicants whom they wish to interview by Feb. 17, 2015. The top six applicants receiving interest from four or more Councilmembers will be invited to the interview process.

Requirement for City to Pay full normal cost of retirement

Prohibition on Credits to Annual Required Retirement Contributions

Recommendation: As recommended by Rules on February 4, 2015, direct the City Attorney to draft an ordinance to bring forward to the Retirement Boards that will:

(a) Require that the retirement boards, when setting their annual contributions rates, ensure that the Annual Required Contribution Rates do not apply credits for negative unfunded liabilities which occur when the plans exceed 100% funded status; and

(b) Require that the City fully pay the Annual Required Contribution Rates without accepting credits applied for negative unfunded liabilities when the plan exceed 100% funded status.

Funding and Next Steps for Diridon Station Area Plan

This memorandum provides an updated scope of work for Diridon Station Area Implementation and funding amount associated with the grant from the High Speed Rail Authority. Currently the City is coordinating with the High Speed Rail Authority to receive grant funding for up to $600,000 to support work to implement aspects of the DSAP. Staff will review with the Committee the DSAP implementation work plan associated with this grant funding.

Planned Development Levels for the Diridon Station Area:
– 4.96 Million SF Office
– 420,000 SF Retail
– 2,588 Residential Units
– 900 Hotel Rooms

Santa Clara County Board of Education

Decision on Voices Charter Petition

The Santa Clara County Office of Education, Office of Innovative Schools (OIS) received a charter petition from Voices College-Bound Language Academy at Mount Pleasant on December 19, 2014.  This petition was submitted on appeal from Mount Pleasant Elementary School District, having been denied by the District’s Board of Education on December 10, 2014. A public hearing was held on January 14, 2015.  The Board must “either grant or deny the charter within 60 days of receipt of the petition.
