Wastewater facility, ten-year funding and procurement strategy

Report on the San Jose-Santa Clara regional wastewater facility Ten-Year funding strategy and project delivery and procurement strategy for the San Jose-Santa Clara regional wastewater facility

With the adoption of the Regional Wastewater Facility (RWF) Plant Master Plan (PMP) in 2013 by the San Jose and Santa Clara City Councils, over $2.1 billion in long-term capital improvement projects were identified to upgrade and rebuild the RWF over the next 30 years, with more than $1 billion occurring in the first 10 years. While the PMP set the direction for future capital projects that will upgrade and rebuild the RWF, it is a high level planning document and does not provide sufficient detail for project implementation.

In February 2014, the City of San Jose completed a project validation process, a systematic approach to project identification, prioritization, and sequencing that utilized combined knowledge from City of San Jose staff, consultant engineers and executive leadership. The validation process resulted in 33 project packages, which are to be initiated in the next ten years, totaling about $1.4 billion in capital projects.

Proposed rental impact fee

Consideration of a Rental Housing Impact Fee for New Market-Rate Rental Housing Developments.
Staff has proposed several alternatives for Council consideration. Staff Recommendation: Alternatives 1, 2, 5 and 6:

1. Direct staff to prepare an ordinance authorizing a rental housing impact fee for new market-rate rental housing developments.

2. Direct staff to set the initial rental impact fee at $17 per habitable square foot, adjusted annually for inflation as part of the City Fee Schedule.

5. Direct staff to include in the ordinance an option to allow developers to provide affordable units within a project instead of paying the impact fee, as well as other possible options such as providing off-site affordable units or dedicating land.

6. Direct staff to return to the City Council within two years to reevaluate and possibly adjust the rental housing impact fee rate and/or fee structure to address any issues that may arise in the first two years of implementation.
