 Expansion of Disadvantage Business Enterprise goals

Memo from Liccardo, Herrera, Kalra & Peralez to approve the proposed overall Disadvantaged Business Enterprise (DBE) participation goal as a minimum, while making every effort to surpass the goal; Work with community stakeholders, such as the Minority Business Consortium, ethnic/minority Chambers of Commerce, San Jose/Silicon Valley Chamber of Commerce, Santa Clara & San Benito Counties Building & Construction Trades Council, and the South Bay Labor Council, in order to assist in a communications strategy and outreach to minority and women-owned businesses;

As the City Manager’s office continues its work to establish an Office of Immigrant Affairs, identify opportunities to take advantage of the stakeholders working with the Office to do specific outreach to immigrant-owned businesses;

In addition to setting goals and developing outreach efforts regarding Norman Y. Mineta San Jose International Airport, return to the Community Economic & Development Committee with a strategy to implement a similar program throughout entire City organization.

City minimum wage & more

2015-2017 Council goals and strategic objectives

On March 9, Council set its goals and objectives for the next two years. The City Manager’s office has prepared an implementation plan and timeline for those strategic objectives. Highlights include:

  • Evaluate process for raising minimum wage to the level of San Jose and Sunnyvale ($10.30 with CPI adjustment every July 1st) by January 1, 2016 — 5/05/15
  • Evaluate, develop and issue an RFP, select a developer, and work on a Development Rights Agreement for the Santa Clara Downtown/Super Block Project. — April, 2015
  • Engage the region and prepare for Super Bowl 50, including local celebrations. – June 2016

Santa Clara County

Approve Request for Appropriation Modification relating to living wage policy development and implementation.

On December 10, 2014, the Board directed Administration to support a “Problem Solving Process” to engage nonprofit stakeholders to develop recommendations for a nonprofit living wage policy by July 1, 2015. The Board also directed Administration to report back, as part of the FY 2016 budget process, on a fiscal analysis, implementation plan, and enforcement plan for the living wage policy.  As part of this analysis, it is envisioned that staff would review current contracts with for-profit contractors, survey these contractors to assess how many of their employees may fall below the living wage standards specified in the Board Policy, evaluate the impacts to the contractor or the County to comply with the living wage policy, and identify any costs to the County potentially avoided by the implementation of the living wage policy.  The recommended action will cost the County $81,056 for the remainder of the current Fiscal Year (FY 2015).  This added cost is offset by a reduction in the County’s Reserve for Contingencies.  The future year (FY 2016) ongoing cost of this action is $283,274 and will be incorporated into the County Executive’s Recommended Budget.

County Office of LGBTQ Affairs

Direct Administration to report to the Board of Supervisors at the May 12, 2015 Budget Workshop with preliminary considerations for the establishment of an Office of LGBTQ Affairs in the Office of the County Executive. (Yeager)

In this referral, Sup. Yeager is asking the County Executive’s Office to report back to the Board of Supervisors at its May 12, 2015, Budget Workshop regarding preliminary considerations for a County Executive’s Office of LGBTQ Affairs. Should the full Board support such direction, I would further request that the County Executive’s Office return during the Budget Hearing with implementing actions to establish such an Office, including the recommended number of positions, corresponding title(s) and classification(s) for the positions(s), as well as an appropriate budget for the Office.
