San Jose City leaders will face a sobering statistic next week with the Employee Hiring Audit that shows some 600 vacancies among City jobs. The Audit makes recommendations on what to do about it, now that Measure B seems to have effectively emptied out hundreds of posts. San Jose’s workforce comprises about 7,000 employees, with a turnover rate of approx. 12%. The City hires over 900 FTEs per year. The Employee Hiring Audit recommends that the City streamline their hiring process and develop a workforce plan to fill vacancies. As of February 2015, the City had over 600 vacant full time positions. The hiring process ranges from 4 days if there is a candidate list, to 10 months for hard-to-fill positions. On average, the process is 6 months for positions with no candidate list.
