Extending Comprehensive Living Wage Coverage to the County Workforce

At the December 9th, 2014 meeting of the Board of Supervisors, the Board directed Administration and County Counsel to “draft a Board Policy Resolution that expresses the Board’s intent to assure County employees…have a standard of compensation consistent with standards outlined in the Living Wage Policy.” The resolution being voted on this week confirms the Board’s commitment to upholding the Living Wage Policy. This includes full-time, temporary and part-time employees. It does not include IHSS workers or employees of special districts.

Tentative County/SEIU 521 Agreement to be Ratified

The labor agreement with SEIU expired on June 21, 2015 and was extended through June 23.  On June 30, 2015, negotiations between the County and SEIU resulted in a tentative agreement for the term of June 22, 2015 through June 16, 2019. The tentative agreement was ratified by the membership of the SEIU on July 22, 2015 and will be voted on by the Board of Supervisors.

Mobilehome Preservation/Conversion Update  

Original Item: Staff research found 59 mobilehome parks with approximately 10,836 mobilehomes and 35,000 residents in the City of San Jose. Councilmembers noted the mobilehome parks included within the boundaries of Urban Villages would be likely targets for conversion, and that there is a need for stronger policies to protect these existing parks, in particular, as housing options. There would likely not be enough vacant mobilehomes or park spaces in the City of San Jose or neighboring areas to which residents displaced by the mobilehome park conversions could relocate.

Supplemental Memo: This memo summarizes the referral from the Community and Economic Development Committee and provides a status report on stakeholder input from Mobilehome owners and operators that occurred during focus group meetings in July.

Supplemental Memo from the City Attorney: City Attorney Doyle includes his memo to reiterate that no state or local law prohibits the closure of a mobile home park. However, because the City’s Mobilehome Conversion Ordinance calls for non-ministerial planning approvals based on specific findings, no park owners can “just close the mobilehome park.”

Memo from Mayor Liccardo, Vice Mayor Herrera, and Councilmembers Jones, M. Nguyen, and T. Nguyen: The Mayor, Vice Mayor, and three Councilmembers urge the council to direct staff to return in two weeks with an urgency ordinance, and if findings cannot be made, to establish a moratorium on mobilehome park conversions for 6 months.

San José Police Officers’ Association and the San José Fire Fighters, International Association of Fire Fighters, Local 230 Measure  B Settlement

The City of San Jose, which was in the litigation processes with employee and retiree groups over the pension reform ballot measure, Measure B, reached a settlement agreement for an Alternative Pension Reform Settlement Framework with the SJPOA and IAFF, Local 230, in July 2015. It is noteworthy that many of the points reached through the settlement had been placed on the table for consideration by labor groups in 2012.

Memo from Councilmember Rocha: Councilmember Rocha feels Measure B was not only about pension reform, but also, for some, about gaining political advantage by inciting public anger against the City’s employees. His final takeaway is to recognize the dedication of the City’s employees, and to appreciate the willingness of the bargaining team leaders to stay at the table and negotiate, in spite of the challenges and attacks against employees and their unions.
