Initial staff report on Mayor Liccardo, Councilmembers Jones and Nguyen’s call for study on impacts of $15 minimum wage in San Jose
Staff will present a verbal report with their initial analysis on the previously recommended direction from the August 13, 2015 memorandum from the Mayor, Councilmember Jones and Councilmember M. Nguyen.
The memo presented by Mayor Liccardo and Councilmembers Jones and Nguyen on August 13th recommend that an independent economist or economics firm be hired to assess the net economic benefit of an increased minimum wage to current wage earners at or near minimum wage and on San Jose residents; the impact on small businesses; and the likely aggregate job loss/creation as a result of a minimum wage increase, among other potential consequences of an increase.

Memos from (1.) Liccardo, Carrasco, Jones, Peralez & Rocha & (2.) Herrera/Khamis on Renters’ Rights policy
In June 2015, a recommendation was made to delay work on a Source of Income Discrimination Ordinance until the current lawsuit against the City of Santa Monica filed by the Apartment Association of Greater Los Angeles is settled. The lawsuit asserts that Santa Monica’s recently adopted ordinance banning income-based housing discrimination is unconstitutional.
Two memos will be presented. The memo from Liccardo, Carrasco, Jones, Peralez & Rocha recommends:
1. Accepting the staff report and proposed work plan; and
2. Deferring the work on the source of income discrimination ordinance and returning to the full council once a settlement or update on the City of Santa Monica lawsuit become available.
The memo from Herrera and Khamis recommends
- Accepting staff recommendations A and B including Optional Analytic Task #1A and #1B;
- Directing staff to convene a task force made up of renters, property owners, landlords, and advocates to review the final suggestions of staff before the item is brought to Council for a final vote; and
- Including in the work plan an exploration of income eligibility criteria for rent-controlled units.
The proposed timeline for continued research and analysis of effective modifications includes engaging communities and stakeholders through outreach meetings from early/mid-September to early November 2015; taking findings to the Housing and Community Development Commission on November 12, 2015; and finalizing ordinance modifications for Council action by January 2016.

VTA to present dynamic transit service pilot to launch this fall; seeks to compete with ride-hailing transportation and private shuttles
A number of non-traditional transportation solutions have recently emerged in different parts of the region. These include services such as Uber and Lyft, private corporate commuter shuttles such as the Google and Apple buses, and privately-operated/public fixed-route buses such as Leap and Chariot.
In response, VTA is undertaking a pilot program to develop, test, and implement new market-oriented transit service models in Santa Clara County. The pilot program is a new bus service concept that integrates technology and an enhanced customer service experience with new service delivery models.
VTA will pilot the first Dynamic Transit Service model in Fall 2015.

VTA: adopting evaluation criteria for Envision Silicon Valley proposed projects
The proposed Envision Silicon Valley evaluation criteria are a reflection of the input and vision expressed by the community through our extensive outreach process.
Once the draft evaluation criteria are adopted by the Board, staff will begin analyzing the projects submitted to VTA during the recent Call for Projects. Ultimately, this analysis will assist the community and policy makers in determining which transportation projects should be advanced. Realizing the need for projects far outstrips available funding, this analysis will help guide the Board in creating strategies to deliver the most crucial projects through a combination.

City of Palo Alto
Special study session on pensions: City has $296M in unfunded pension liability
This study session is the beginning of the conversation with Council regarding the implications of long-term unfunded liabilities for employee pension and retiree medical benefits as the City works to address these unfunded pension issues.
As of June 30, 2013, the City’s unfunded pension liabilities totaled $296M–$105M for Miscellaneous and $190M for Safety. Staff estimates that approx. 47% of the $105M unfunded liability, and all of the $109M unfunded Safety liability, is associated with the General Fund. The City’s actuary states the primary reason for the unfunded liability are the two market downturns during the last 15 years.
