MEMOS regarding Liccardo’s proposed minimum wage study

The memo from Councilmembers Kalra, Peralez, Rocha, and T. Nguyen recommends the Council approve the memo from Mayor Liccardo, and Councilmembers Jones and M. Nguyen which puts forth a study on minimum wage increases, adding additional direction. New directions include:

  • The study should fully consider the potential positive effects of raising the minimum wage
  • The option of adopting a minimum wage increase with no exemptions should remain on the table
  • The Memo should specifically state that there is no predetermined policy outcome in advance of completion of the study

The memo from Councilmember Khamis recommends that Council approve the recommendations regarding the minimum wage study, and that they add an analysis of the impact of a change in the minimum wage on working recipients of governmental support programs such as CalFresh, SNAP, etc.

Santa Clara County

Chavez/Cortese referral for a gender & ethnicity pay equity policy & ordinance 

A Gender and Ethnicity Pay Equity Ordinance would position the County to issue standards for compliance and disclosure of companies’ pay equity policies and practices and would ensure that taxpayer dollars go to contractors committed to providing employees equal pay for equal work. The Ordinance would further strengthen the County’s ability to take action against contractors who do not comply with state laws as well as policies that ensure fair and equitable treatment of employees.

In addition, Santa Clara County should undertake internal action as an employer to ensure that any and all gender or ethnicity-based pay inequities and discriminatory hiring policies and practices are identified and resolved. This internal County analysis and the resultant increased gender or ethnicity-responsive hiring and compensation policies and practices will position Santa Clara County as the largest county employer to lead by example.

Yeager referral to develop a private-sector-operated rideshare program for County workers

A number of Silicon Valley employers such as Intuit, Oracle, Santa Clara University, Stanford University, Foothill College and Facebook offer ridesharing benefit programs to their employees. Initial research indicates that at least three companies – RideAmigos, Zimride by Enterprise and Carma – may offer such a service.

Currently, County employees can arrange to carpool and rideshare through a portal called 511 run by the Metropolitan Transportation Commission (MTC). But MTC has indicated that it may eventually eliminate its ridesharing tool in favor of the very private sector solutions mentioned above. One of the downsides of 511’s current tool is that it is a completely open network that anyone can join. While this offers the benefits of an expanded network beyond just County employees, it simultaneously does not provide County employees with any measure of security regarding the identity and trustworthiness of the other participants. That is why Yeager proposes creating a more “closed” network specifically for Santa Clara County employees to add an extra measure of security for carpoolers so they take comfort in knowing that they would only be matched with a co-worker.

County advisory board supports taking 25% of proposed VTA tax measure to go directly to the County to fund expressways

On August 25, 2015, the Board considered various options (focused on how to fund County expressways) relating to a potential 2016 local transportation sales tax measure.

The Comprehensive County Expressway Planning Study Policy Advisory Board’s (PAB) considered the same options at its August 31, 2015 meeting. The PAB generally supported Option 2, whereby the:

  • County expressways receive a set percentage of the proceeds “off the top” from a successful VTA-sponsored 2016 sales tax measure, with 25% being received favorably by most members;
  • Expressway funding allocation is given directly to the County;
  • Specific expressway projects funded by the tax proceeds are determined by the County with advice from the PAB and not re-evaluated by VTA;
  • County is responsible for the Expressway Program element of the 2016 sales tax measure.

Many members of the PAB also expressed support for Option 3 as a back-up plan, whereby the County would sponsor a 2016 1/8-cent sales tax to fund Expressway Plan 2040 in the event the VTA does not ultimately place a local transportation sales tax measure on the 2016 ballot.

City of Sunnyvale

Regulating Short-term rentals and home-sharing

Pursuant to current zoning codes, home-sharing and short-term rentals are considered transient lodging similar to hotels, and are therefore prohibited in residential zoning districts. However, enforcement is resource intensive and challenging. The staff has a number of recommendations on regulating use of short-term rentals, limiting short-term rentals to hosted rentals, implementing an application process, adopting changes to the code to specifically address short-term rentals, and addressing payment of fees and taxes.

City of Mountain View

Directions regarding regional transportation funding & 2016 tax measure; North & West cities concerned they will not receive a fair portion of the funding

There has been increased interest in, and discussion by and between, several Santa Clara County cities regarding the Envision Silicon Valley 2016 transportation sales tax measure. The purpose of this Council Report is to provide the City Council with an update regarding Mountain View’s participation in these recent regional transportation discussions and receive Council direction regarding future discussions and activities.

Spurred by concerns that the area has not received its fair share of transportation funding in the past, Mountain View convened the mayors and managers from North County and West Valley cities and towns to discuss and coordinate regional transportation issues.

City of Milpitas

 Direction on Vice Mayor Montano’s proposal to raise janitorial wages to $13; City staff recommend against increasing wage rate, refer to regional min wage study instead

The current contract with Varsity Facility Services, which provides janitorial services to the City, will expire in January 2016. There are two annual extension options. The City can choose to escalate hourly wages to $10.75 in 2016, and to $13.69 in 2017; or the contract can be allowed to expire and the City can release an RFP for janitorial services.

Vice Mayor Montano proposed at the last City Council meeting to raise the hourly wage rate from $9.00 to $13.00.  The staff recommends that the Council adhere to the current contract terms consistent with the agreement between Varsity and the South Bay Labor/SEIU agreed upon terms; continue participation in the regional minimum wage study; and analyze the findings from the study and rebid the janitorial contract as result of the study findings.
